If a website doesn’t open with a proxy, is the problem with the proxy or with the site?
Without a proxy the site works, but with a proxy it doesn’t. I’ve had this before with some vpns. But with a vpn I could choose different countries and switch until I found one that worked. With the proxy I only have one.

It’s quite possible that proxies work on a similar principle to those vpns. I’m not very familiar with the differences or the general details, but I’d think about the proxy type.

If a site opens without a proxy but does not open with a proxy, most likely the block is IP based. But if the site does not work at all, then the issue is obviously on the site side.
